Creates the Office of Government Oversight and Efficiency effective October 1, 2026, as an independent office within the Joint Committee on Legislative Management, led by an executive director appointed by the Auditors of Public Accounts for a five-year term

Grants the executive director authority to conduct preemptive inspections and investigations of state funds, contracts, pensions, property, and agency compliance, with access to all governmental agency records and subpoena power through Superior Court

Establishes a Results-Based Accountability Working Group effective July 1, 2026, with seven members serving three-year terms to evaluate state agency programs and submit annual reports starting January 1, 2027

Requires state agencies to notify affected parties within 30 days of any material and substantial changes in law from new public acts or regulations, and mandates joint public hearings within 180 days for audit reports with financial implications
