Public school teachers holding professional educator certificates would be added to the list of public employees whose residential addresses are protected from disclosure under the Freedom of Information Act, effective October 1, 2026.

Existing address protections already cover judges, police officers, state troopers, corrections employees, prosecutors, public defenders, firefighters, and employees of several state agencies including Children and Families and Mental Health and Addiction Services.

A task force would be established to study the use of artificial intelligence to generate mass FOIA requests and recommend whether legislative changes are needed to help public agencies handle such requests.

The task force would consist of 11 members including legislative appointees, the Secretary of Policy and Management, the Freedom of Information Commission executive director, and the Chief Information Officer.

The task force must submit its findings and recommendations by January 1, 2027, to the Government Oversight committee, after which it will terminate.
