Allows spouses and other individuals who provide personal care assistance to elderly persons enrolled in the state-funded Connecticut home-care program to receive compensation for their services, effective July 1, 2026

Requires the Commissioner of Social Services to establish training and documentation requirements for caregivers seeking compensation under the program

Applies to the state-funded portion of the Connecticut home-care program serving persons age 65 and older who are not Medicaid-eligible, are at risk of institutionalization, and meet income and asset limits

Amends section 17b-342 of the general statutes by adding a new subdivision (5) specifically authorizing spousal compensation for personal care assistance
