Creates a new legal definition of "advance rental payment" as any amount up to the remaining lease balance intended as partial or full payment of rent not yet due, distinct from security deposits

Allows tenants with rental agreements of six months or longer to offer advance rental payments, which landlords may accept at their discretion

Requires landlords to return the portion of any advance rental payment covering time periods for which the tenant has no legal obligation to pay rent, unless the landlord paid for substitute housing during that time

Revises the definition of "security deposit" to clarify it covers payments for damage repair (excluding normal wear and tear), cleaning costs to restore the unit to original condition, and remedying tenant defaults on personal property obligations

Effective October 1, 2026, amending sections 47a-21, 47a-4d, and 47a-13 of Connecticut General Statutes
