Fair rent commissions must consist of 50% landlords who own residential property within the commission's jurisdiction and 50% tenants of residential property within that jurisdiction, effective January 1, 2027

Municipalities with populations of 15,000 or more are required to create or join a fair rent commission by January 1, 2028

Two or more contiguous municipalities may establish joint fair rent commissions, and regional councils of governments may establish regional fair rent commissions

Regional fair rent commissions must allow parties to participate electronically upon request and are granted liability protections for certain acts and omissions

Municipalities must publish fair rent commission bylaws on their websites and notify the Commissioner of Housing within 30 days of creating or joining a commission
