Mandatory fee waivers for criminal history record information searches ($75), independent contractor convenience fees (up to $30), and processing/distribution fees apply to all pardon applicants from July 1, 2026 through June 30, 2029

After July 1, 2029, fee waivers become discretionary and limited to indigent pardon applicants who complete a prescribed indigency form approved by the Commissioner of Emergency Services and Public Protection

When the commissioner approves an indigency waiver for convenience fees charged by independent contractors, the state must reimburse the contractor for the waived fee

By July 1, 2029, indigency waiver forms must be posted on the State Police Bureau of Identification website and prominently displayed at all municipal police department fingerprinting locations alongside pardon application materials

Current fee schedule remains unchanged: name search ($36), fingerprint/personal record/letters of good conduct/bar association/criminal history searches ($75 each), and fingerprinting ($15)
