Extends "portal-to-portal" workers' compensation coverage to state and municipal public works department employees, effective October 1, 2026

Public works employees would be covered during commutes to and from work under three circumstances: when subject to emergency calls while off duty, when ordered to report while nonessential employees are excused, or following two or more consecutive mandatory overtime shifts

Defines "public works department" as a state or municipal department responsible for construction, regulation, or maintenance of public works and improvements

Aligns public works employees with existing portal-to-portal coverage already provided to police officers, firefighters, Department of Correction employees, and telecommunicators

Amends Section 31-275 of the general statutes governing workers' compensation definitions
