Requires owners of residential elevator buildings to provide 24 hours' advance written notice of scheduled maintenance, conduct maintenance per industry standards, and repair inoperable elevators within 48 consecutive hours or face violations

Mandates installation of Knox boxes (approved by local fire departments) on building exteriors to allow emergency responder access

Requires bilingual (English/Spanish) signage at least 8.5" x 11" with 24-point font posted inside and outside elevators with emergency contact information, positioned no higher than 60 inches from the floor

Imposes fines up to $250 per day for violations, with the Department of Administrative Services authorized to investigate complaints, issue citations, order corrections, and relocate tenants at the owner's expense when necessary

Establishes a nonlapsing "elevator account" to collect fines and fund enforcement, with annual written notice to tenants of their rights required beginning November 1, 2026; effective October 1, 2026
