Redefines "executive branch agency" for data management purposes to include state agencies as defined in section 4d-1, rather than only those listed in section 4-38c

Excludes constituent units of the state system of higher education from the definition, replacing the previous exclusion of only the Board of Regents for Higher Education

Adds exclusions for the offices of the Secretary of the State, Comptroller, Attorney General, and Treasurer from data governance requirements

Effective date of July 1, 2026, amending section 4-67o of the general statutes
