Legislative commissioners must choose an appropriate title for all bills under new requirements effective October 1, 2026.

Bill proponents may request title revisions from legislative commissioners; if they cannot reach agreement, the default title becomes "An Act Concerning matters related to" followed by the committee of cognizance name.

Reorganizes existing statutory duties of legislative commissioners into a numbered list format, including collecting and comparing state laws, preparing bills, and advising the Governor.

Maintains existing requirements for commissioners to approve bill form before favorable reporting and to review amendments, with updated gender-neutral language throughout.
