Establishes a fixed annual transfer of $152,378,676 from the General Fund to the Mashantucket Pequot and Mohegan Fund beginning July 1, 2026, replacing the previous appropriation-based funding method

Funds originate from casino revenue-sharing agreements with the Mashantucket Pequot Tribe (1993 memorandum) and the Mohegan Tribe of Indians of Connecticut (1994 memorandum)

Office of Policy and Management distributes grants to municipalities in three installments annually: by January 1, April 1, and June 30

Municipal grant amounts will be reduced proportionately if total grants exceed available funds for the year

Transfers from the General Fund cannot be reduced unless the Governor certifies an emergency requiring such reduction to the General Assembly
