Replaces fixed percentage allocations to five specific regional workforce development boards with a new formula based on the percentage of disadvantaged youth in each workforce development region

Labor Commissioner will allocate youth employment and training funds using census data on disadvantaged youth and adults published by the U.S. Department of Labor, Employment and Training Administration

Caps funding reductions at 15% per year for any regional workforce development board facing cuts under the new formula, with shortfalls distributed proportionately among other boards

Effective July 1, 2026, with the 15% reduction cap applying starting fiscal year ending June 30, 2027
