Requires registrars of voters to conduct risk-limiting audits of state elections between the 15th day after the election and two business days before the official canvass, with a risk limit of no more than 5% and results sent to UConn for analysis

Mandates audits cover presidential electors (if applicable), all state offices, at least one randomly selected Congressional seat, and at least 5% of state senator/representative races, with offices subject to recanvass automatically included

Requires election officials to create ballot manifests within 72 hours after polls close at each state election, documenting ballots at each polling place and central counting location

Establishes that an "INCONCLUSIVE" audit result triggers a mandatory manual recount of all ballots for that office, and voting tabulators found to have recording failures must be examined and recertified

Creates a pilot program effective July 1, 2026 for risk-limiting audits at 2027 municipal elections in three randomly selected municipalities of varying population sizes (under 20,000; 20,000-90,000; and 90,000+)
