Establishes a 9-member task force to study achieving 100% voter participation in Connecticut by January 1, 2030, including examining jurisdictions with mandatory voting policies and assessing budgetary resources needed

Task force members appointed by legislative leaders, the Governor (2), and includes the Secretary of the State or designee, with appointments due by August 1, 2026

First task force meeting required by September 1, 2026, with a final report on findings and recommendations due to the elections committee by February 1, 2027

Authorizes municipalities to establish pilot programs using existing resources to promote 100% voter participation, including voter outreach and education campaigns

Both provisions take effect July 1, 2026
