Creates a state civil rights cause of action allowing individuals to sue federal or state officers who deprive them of U.S. Constitutional rights, with available remedies including compensatory damages, punitive damages, and mandatory attorney's fees

Expands the Attorney General's authority to investigate and bring civil actions against persons acting under color of law who violate constitutional rights, with expedited court hearings required within 5 days of filing

Extends the Inspector General's jurisdiction to investigate and prosecute federal law enforcement officers who use deadly force or cause deaths in custody within Connecticut, and grants unrestricted access to collect evidence at such scenes

Prohibits peace officers from wearing facial coverings or disguises while interacting with the public during law enforcement duties, with violations constituting a class D misdemeanor and forfeiture of immunity for related torts

Restricts arrests based on civil offenses in protected areas (schools, hospitals, places of worship, social services facilities) and government facilities unless the officer has a judicial warrant

Requires establishment of a public immigration enforcement activity dashboard to track and report all contacts and cooperation between state/local agencies and federal immigration authorities, with annual reporting to the legislature
