Adds name changes of minors to the definition of "children's matters" under Probate Court jurisdiction, effective October 1, 2026

Expands the list of children's matters appeals that must be filed in Superior Court for juvenile matters to include appointment of a guardian of the person of a minor, appointment of a statutory parent, temporary guardianship, and emancipation of a minor

Eliminates the requirement for individual Probate Courts to maintain separate checking accounts for office budget funds, removing the annual transfer system from the Probate Court Administration Fund to individual courts

Enhances training requirements for newly-elected probate judges to include assignment of a mentor and observation of Probate Court hearings (including confidential proceedings)

Allows non-Connecticut residents with federal firearms disabilities from Connecticut adjudications to petition the Probate Court that rendered the original adjudication for relief, effective January 1, 2027
