Requires bicycles, electric bicycles, and electric scooters on public highways to display a forward-facing lighted white lamp visible at 500 feet during three conditions: half-hour before sunset to half-hour after sunrise, when visibility is under 500 feet due to light or atmospheric conditions, and during precipitation (snow, rain, or fog)

Mandates rear reflectors or reflecting tail light lenses visible at 600 feet when illuminated by vehicle headlamps, plus reflective material on both sides visible at 600 feet

Requires braking devices capable of stopping within 25 feet on dry, level pavement when traveling at 10 miles per hour

Prohibits equipping or using sirens or whistle-emitting devices on bicycles, electric bicycles, or electric scooters
