Authorizes the Commissioner of Motor Vehicles to issue permits for organ transport vehicles to use blue, red, yellow, or white lights, including flashing lights or combinations thereof

Defines "organ transport vehicle" as any vehicle owned by a procurement organization that is primarily used for transporting organs/parts

Expands existing emergency vehicle light permit authority to include organ transport vehicles alongside traditional emergency vehicles
