Requires redesigned disability parking placards with conspicuous boldface expiration dates by January 1, 2027, and mandates the Accessible Parking Advisory Council develop a one-hour training video for health care professionals on placard requirements by December 1, 2026

Adds completion of the disability placard training video as a continuing education requirement for physicians, physician assistants, and nurse practitioners during license renewal periods beginning January 1, 2027

Allows the Commissioner of Motor Vehicles to grant "Q" fire apparatus endorsements to out-of-state license holders with equivalent credentials, without requiring a skills demonstration test

Extends the deadline for a beneficiary to apply for vehicle title transfer after an owner's death from 60 days to 120 days

Prohibits children under 16 from riding or being passengers on class 3 electric bicycles unless the bicycle is designed to carry passengers and the child wears protective headgear, and expands electronic registration licensee fees for out-of-state customers beyond the standard $25 cap for expedited processing services
