Rebates/vouchers for electric, plug-in hybrid, and fuel cell vehicles prioritize environmental justice community residents and those at or below 300% federal poverty level, with environmental justice residents receiving at least 200% more than standard rebate amounts

New eligible vehicles must have MSRP of $50,000 or less (through June 30, 2027); used eligible vehicles must be priced at $35,000 or less and no older than seven model years

Zero-emission school bus requirements: 100% of statewide school buses must be zero-emission or alternative fuel by July 1, 2035; distressed municipalities face phased mandates of 10% by 2030, 50% by 2035, and 90% by 2040

Authorizes $40 million in state bonds for zero-emission school bus grants and allocates up to $75 million (of $130 million DOT funding) for municipal traffic signal modernization matching grants prioritizing congested areas

Establishes two working groups by September 1, 2026: one to study freight rail transportation incentives and one to study freight rail for municipal solid waste transport, both reporting recommendations by January 1, 2027
