Amends the statutory definition of "gas company" in Connecticut General Statutes section 16-1(a)(5), effective October 1, 2026

Clarifies that "gas company" includes any person owning, leasing, maintaining, operating, managing, or controlling mains, pipes, or fixtures in public highways for gas transmission or distribution for heat or power

Excludes from the "gas company" definition: persons manufacturing gas through biomass gasification plants (if they don't control public infrastructure), municipal gas utilities under chapter 101, local government-owned gas utilities, and entities approved to submeter under section 16-19ff

Restructures existing statutory language without substantively changing which entities are regulated as gas companies
