Removes biomass facilities from the definition of "Class I renewable energy source" in Connecticut law, effective October 1, 2026

Eliminates environmental attributes from additional biomass power purchase agreements, limiting such agreements to energy only

Maintains existing biomass power purchase agreement framework for facilities that use sustainable biomass fuel with nitrogen oxide emissions at or below 0.075 pounds per million BTU, or facilities under 500 kilowatts that began construction before July 1, 2003

Requires any additional biomass power purchase agreements to begin upon termination of existing agreements and not exceed 10 years, with consideration of facility operating costs, ratepayer interests, and the state's solid waste management plan
