All executive branch state agencies must develop and implement annual performance plans outlining strategic and operational goals, beginning July 1, 2027

The Office of Policy and Management will establish guidelines for performance plans and provide training and technical assistance to agencies upon request

Agencies must submit annual progress reports to the Office of Policy and Management and relevant legislative committees starting January 1, 2028

The Office of Policy and Management will conduct performance evaluations of state agencies at least every two years

Legislative committees with jurisdiction over each agency must hold hearings where agency executives present their performance plans
