Department of Administrative Services must issue a request for proposals by October 1, 2026 to hire a national consultant with qualitative research expertise to study the state's energy regulatory structure

Proposals will be evaluated based on anticipated cost, timeline, and relevant experience, with consultant selection required by February 1, 2027

Study must examine whether Public Act 11-80, which created the Department of Energy and Environmental Protection, achieved the General Assembly's intended objectives and yielded benefits such as progress on state energy goals

Study must also analyze energy policy-making and utility regulation structures in other states and recommend changes to reflect best practices

Final study findings and recommendations must be submitted to the joint standing committees on energy and government oversight by January 1, 2028
