Commissioner of Education must develop a model agreement by July 1, 2026 between secondary schools and postsecondary institutions for dual enrollment, concurrent enrollment, and postsecondary credit courses for grades 9-12.

Commissioner must appoint a dual enrollment program coordinator by January 1, 2027 to track program establishment statewide and monitor student outcomes including completion rates and average grades by school district.

Fee-waiver grant program established beginning fiscal year 2027 to reimburse school boards for fees charged for high-need students enrolling in advanced courses or programs.

Up to $500,000 annually may be paid to the State Education Resource Center for programming supporting local boards in expanding dual credit courses, with priority given to alliance districts.

Need-based dual enrollment scholarship program established beginning fiscal year 2027 to reimburse parents who incurred enrollment or tuition costs for dual enrollment programs and demonstrate financial need.
