Effective July 1, 2026, the Commissioner of Social Services must calculate out-of-district mileage for Medicaid ambulance reimbursement based on the distance traveled with the patient onboard, from pickup point to destination, rounded to the nearest one-tenth of a mile.

Ambulance services may use GPS data, navigation systems, dispatch computer systems, or commercial mapping programs to document mileage for reimbursement purposes.

Ambulance providers must maintain mileage documentation as part of the patient care record, including a trip report with patient name and street addresses of pickup and destination points.

The bill continues the existing relative value unit payment system for ambulance services under Medicaid, which has been in effect since July 1, 2015, using basic life support nonemergency transport as the base rate.
