Establishes a "Fallen Officer and Investigator Fund" to provide a $100,000 lump sum death benefit to surviving family members of correction officers and certain state investigators killed in the line of duty, effective July 1, 2026

Covers Department of Correction officers and investigators employed by Court Support Services Division, Division of Criminal Justice, and Office of the Chief Public Defender

Defines eligible surviving family members as spouses, dependent children under age 22 (or any age if incapacitated), non-dependent children, parents, and designated beneficiaries

Extends state group health insurance coverage to surviving spouses and dependent children of covered officers/investigators killed in the line of duty who are not otherwise eligible for group coverage

Exempts the $100,000 death benefit payment from Connecticut state income tax and requires the Comptroller to submit annual reports to the legislature on fund expenditures and balance
