Advisory Commission on Intergovernmental Relations must maintain an online record of all existing state mandates, categorizing each as constitutional, statutory, or executive, and describing potential impacts on local governments

Eliminates the previous requirement for the commission to submit a mandates report to the General Assembly every four years starting in 2020

Starting January 15, 2027, and at least every six months thereafter, the commission must select at least three state mandates affecting municipalities or school districts for detailed analysis

Each biannual report must analyze net costs or savings to municipalities and school districts, describe efficiencies or difficulties arising from mandates, and recommend modifications or repeal where applicable

All reports and mandate records must be published on the commission's website rather than submitted to the legislature by mail
