Prohibits employees of The Metropolitan District from serving on the board of commissioners or any committee or commission established by the board or charter.

Increases the maximum fine for violating district ordinances, by-laws, or regulations from $50 to $250, and for breaching water bureau by-laws from $30 to $250.

Raises the competitive bidding threshold for district contracts from $25,000 to $50,000, and extends the maximum deferral period for sanitary sewer connection charges from 15 to 20 years.

Expands residency eligibility for district counsel to include residents of nonmember municipalities, in addition to district residents.

Updates procedural requirements including extending the deadline for filing public improvement lien caveats from 30 to 90 days, and modernizing publication and court jurisdiction references throughout the charter.
