Modifies the Local Capital Improvement Fund to require municipalities to demonstrate they have expended or intend to expend all previously issued grant funds before receiving new grants, and updates the annual reporting deadline to September 1, 2026.

Amends the Small Town Economic Assistance Program to require municipalities or groups of municipalities to expend all previously received funds before receiving new grants, with individual municipalities capped at $1 million per fiscal year.

Changes the notification deadline for public school district repair and improvement project allocations from March 1 to April 1 of each year.

Requires the Secretary of the Office of Policy and Management to collaborate with state agencies to identify state-owned real property that qualifies as farm land, forest land, open space land, or maritime heritage land, and to notify municipal assessors for proper classification and valuation on grand lists.

Repeals the intertown capital equipment purchase incentive program (Section 4-66m) and the statute prohibiting zoning regulations from treating family and group child care homes differently from single or multifamily dwellings (Section 8-3j), effective October 1, 2026.
