Incarcerated persons housed in general population must be permitted at least three in-person visits per week, effective October 1, 2026.

Voice communication services must be provided free of charge, with each incarcerated person eligible for at least 90 minutes of daily phone access.

Communication services cannot be used to replace or supplant in-person visitation rights.

Upon release, the Department of Correction must disburse the full remaining balance of an inmate's trust fund account via cash, check, debit card, or electronic release card, effective July 1, 2026.

If release occurs with less than two weeks notice, the department must mail the disbursement check within two weeks and cannot charge any fees based on the disbursement method used.
