Commissioner of Social Services must submit federal Medicaid waiver applications and state plan amendments to legislative committees on human services, appropriations, and insurance before submitting to the federal government

Joint standing committees have 30 days to hold a public hearing on waiver applications; for state plan amendments, committees must notify the commissioner within 30 days whether they intend to hold a hearing (which must occur within 60 days)

Legislative committees may approve, deny, or modify waiver applications and amendments; denial by committees prohibits the commissioner from submitting the application to the federal government

Commissioner must publish notice of intended waivers in the Connecticut Law Journal and on the DSS website 30 days before legislative submission, with a 30-day public comment period

Expands oversight to require submission of any federal funding application (except block grants) administered by the commissioner to legislative committees at least 30 days before federal submission, effective July 1, 2026
