Makes distracted driving in a highway work zone a violation of Connecticut's reckless driving statute, subjecting offenders to fines of $100-$300 or up to 30 days imprisonment for first offense, and up to $600 or one year imprisonment for subsequent offenses

Adds "video converter" to the definition of mobile electronic devices, covering any device that transmits moving images to a display visible to the driver

Prohibits prosecution for both the distracted driving offense and reckless driving charge arising from the same incident in a highway work zone
