Expands residential address protection under FOIA to include statewide elected officials, General Assembly members, gubernatorial appointees, probate judges, municipal chief executives, town meeting/board members, local/regional school board members, and all other public agency employees (effective October 1, 2026)

Defines "personal security services" as protection for candidates, their families, and campaign staff necessitated by campaign activity, excluding on-duty law enforcement personnel

Requires the State Elections Enforcement Commission to amend regulations by July 1, 2026 to permit campaign expenditures for personal security services, with payments allowed until certification of election results

Establishes a nonlapsing "legislative safety account" for the Joint Committee on Legislative Management to fund safety, protection, and security of state legislators and legislative staff

Provides matching General Fund appropriation for fiscal year 2027 equal to any moneys received from national legislative organizations for the safety account
