Commissioner of Social Services must phase in Medicaid provider rate increases from July 1, 2026 through June 30, 2029, reaching at least 75% of Medicare rates for equivalent services

Services without corresponding Medicare rates will be benchmarked against the average rates in Maine, Massachusetts, New Jersey, New York, and Oregon

After June 30, 2029, rates must be adjusted annually to maintain the 75% Medicare threshold or increase by the Medicare Economic Index percentage

Commissioner must streamline and consolidate existing fee schedules so all providers are reimbursed using the same fee schedule based on Medicare rates where applicable

Council on Medical Assistance Program Oversight must conduct ongoing reviews of reimbursement rates and submit annual reports to the legislature beginning January 15, 2027
