Modifies the Complex Rehabilitation Technology and Wheelchair Repair Advisory Council membership to add an authorized wheelchair dealer appointed by the General Law committee's ranking members, and changes the Department of Social Services representative to specifically be the manager of health and human services coordination

Transfers administrative staff responsibilities for the advisory council from the Human Services joint standing committee to the Office of the Healthcare Advocate

Adds the Department of Social Services manager of health and human services coordination as a third co-chairperson of the advisory council alongside the Commissioner of Aging and Disability Services designee and a member-elected chairperson

Changes wheelchair dealer reporting requirements from annual to monthly submissions regarding Medicaid wheelchair repairs, including data on response times, repair assessments, prior authorization processing, parts ordering, and repair completion

Requires authorized wheelchair dealers to notify consumers in writing of their repair rights at time of purchase/lease and to provide data requested by the advisory council, except for information exempt from disclosure under section 1-210
