Amends criminal mischief in the first degree (class D felony) to include intentional damage or tampering with critical infrastructure that causes interruption or impairment of public services, covering utilities, public transportation, power, and communication systems

Expands first-degree criminal mischief to cover damage to emergency systems including fire alarms, police alarms, state police telecommunications, emergency medical/fire dispatch systems, fire suppression equipment, and fire hydrants

Adds intentional damage to state or municipal property on public land exceeding $1,500 as first-degree criminal mischief

Amends criminal mischief in the second degree (class A misdemeanor) to include damage that creates a "risk of" service interruption, not just actual interruption, and damage to state/municipal property on public land exceeding $250
