Proposes adding a new section to Article First of the Connecticut Constitution establishing an individual right to clean and healthy air, water, soil, ecosystems, environment, and a safe and stable climate

Requires the state to protect these environmental rights equitably for all people regardless of race, ethnicity, tribal affiliation, gender, socioeconomic status, or geography

Obligates the state to conserve, manage, protect, and maintain all natural resources of Connecticut for the benefit of present and future generations

Prohibits the state from allowing avoidable degradation, diminution, or depletion of the natural environment through government action or inaction, and bars diversion of funds supporting natural resource protection

Designates these environmental rights as equivalent to all other inalienable rights, directly enforceable by state residents; would be presented to voters at the November 3, 2026 general election
