HB 105 Summary

• Permits retailers and importers to donate alcoholic beverages to gathering licensees that have obtained prior approval from the Commissioner.

• Allows gathering licensees to sell alcohol for off-premises consumption through raffles or auctions (live or silent), up to a maximum of 10 gallons (38 liters) per day.

• Enables not-for-profit organizations to raise funds at gatherings by raffling or auctioning alcoholic beverages while allowing patrons to remove purchased alcohol from the premises.

• Amends Section 514(a) and 514(d) of Title 4 of the Delaware Code governing alcoholic beverage licensing and sales at gatherings.
