Adds a definition of "specialist" to Delaware Code Title 14 to include school counselors, library media specialists, school psychologists, social workers, and school nurses

Requires all applicants for educator licensure to pass an examination of general knowledge (such as PRAXIS I) before being issued an initial license, rather than allowing a grace period after licensure

Requires Alternative Route to Certification (ARTC) candidates to pass PRAXIS I prior to program participation

Permits specialists to complete supervised practical experience alternatives to traditional student teaching, including supervised internships, practicums, or clinical experience as recognized by state regulations

Exempts individuals who applied for an initial license prior to the effective date and excludes vocational trade and industry teachers from new requirements
