Amends Delaware statutory trust law by adding registered agent resignation procedures, allowing a registered agent to resign and appoint a successor or resign without appointing a successor by filing a certificate with the Secretary of State.

Requires registered agents filing resignation certificates under §3807(f) to pay a $200 fee, and those filing under §3807(g) to pay $2.00 per statutory trust affected by the resignation.

Mandates that all addresses for trustees and registered agents in documents filed with the Secretary of State include street number, city, and postal code, effective August 1, 2011 for new filings.

Clarifies that certificates filed under Chapter 38 may specify an effective date up to 180 days after filing for documents filed on or after January 1, 2012.

Amends statutory trust merger, conversion, and domestication procedures to require simultaneous filing of related certificates and synchronization of their effective dates or times.
