Amends Delaware Code Title 29 (Freedom of Information Act) Section 10002(g) to classify non-security reports regarding State agencies and facilities as public records when paid for with public funds.

Includes accreditation reports from national accreditation agencies involving State agencies or facilities as public records under the new provision.

Requires redaction of all personal identification data including names, social security numbers, and any information that could identify students, patients, wards of the State, or recipients of State services before reports are released.

Applies to all non-security reports regardless of their purpose, ensuring transparency while protecting individual privacy through mandatory data redaction.
