Amend Title 26 of the Delaware Code Section 301 by adding subsection (d) to cap switched access rates for all public utilities at the level charged by the service provider serving the largest number of local exchange access lines in Delaware

Prevent public utilities from assessing switched access rates higher than those of the largest service provider in the state

Align regulatory treatment between Section 301 and Section 707 of Title 26 to provide equal rate ceilings for all Delaware telecommunications carriers regardless of regulatory scheme

Close regulatory loophole by applying the existing switched access rate ceiling uniformly across all carriers in the state

Mirror the unified rate ceiling established in federal law for interstate telecommunications services
