Transfers authority over water conservation plans and certifications of adequate water supply from the Public Service Commission to the Water Supply Coordinating Council for investor-owned water utilities.

Requires water utilities to include consumer education methods in conservation plans covering water efficiency benefits, conservation rates, water-efficient equipment, and costs of water loss through leakage.

Mandates evaluation of the effectiveness of water utility consumer conservation plans in each reporting year after 2006.

Removes references to "nonjurisdictional" water utilities throughout the code sections and eliminates outdated deadlines and time-period restrictions from 2004-2008.

Clarifies that the Public Service Commission retains full jurisdiction over rates of investor-owned water utilities, including conservation rates.
