Requires all statewide and other candidates appearing on the general election ballot to file a disclosure statement with the State Commissioner of Elections between August 1st and September 1st of the election year.

Disclosure statement must certify under oath that the candidate has filed all State and Federal income tax returns (or has a pending extension), paid all income taxes due, maintained current child support payments per court order if applicable, and paid all assessed real property taxes due by May 30th of the election year.

Candidates who fail to file the required statement face a fine of $50 per day until filed, with a maximum total fine of $3,000.

The Commissioner of Elections must post all filed disclosure statements on the office's internet site by September 8th and also publish the names of candidates who failed to file.
