Amends Delaware's expungement statutes to include violations of county and municipal codes, ordinances, and regulations that are equivalent to state offenses.

Extends expungement eligibility to participants in court-supervised drug diversion programs, applying the same rules previously limited to the First Offenders Controlled Substance Diversion Program.

Adds expungement provisions for first offense elections under §4177B of Title 21, allowing qualifying first-time DUI offenders who receive probation before judgment to have records expunged.

Modifies multiple sections of Title 11 (§4373, §4374, §4375, §4376) to incorporate references to county/municipal violations and drug diversion program participants throughout the expungement framework.
