Authorizes two new video lottery casinos in Delaware—one in New Castle County and one in Sussex County—to be selected through a competitive application process

Establishes a nine-member Lottery Economic Development Committee (3 appointed by the Governor, 3 by the Senate President Pro Tempore, 3 by the House Speaker) to evaluate applications and award casino licenses

Requires committee members to have at least 10 years' experience in finance, accounting, or banking, with no more than two members from the same political party per appointing authority

Increases minimum live harness racing days from 80 to 120 days for facilities that conducted over 80 days in 1992, and from 60 to 100 days for facilities that conducted fewer than 80 days

Directs the Secretary of Finance to submit a proposal within 120 days for license fees and contributions applicable to new video lottery casinos, including fees to create a level playing field with existing racetracks
