Amends paragraph (a)(30) of Section 31 of the Town of Millville's charter to replace the current $250,000 annual tax limit on real estate with a 3% limit based on total assessed value of taxable real estate and improvements.

Allows the Town of Millville to levy and collect taxes for municipal purposes on real estate without limitation on amounts raised for payment of bonded indebtedness interest and principal.

Enables the Town to accommodate future growth and budgetary adjustments through a percentage-based formula rather than a fixed dollar amount, eliminating the need for future charter amendments as the town grows.
