Amends § 143(a) of Title 21 of the Delaware Code to authorize new motor vehicle dealers to perform safety and vehicle identification number (VIN) inspections on motor vehicles 5 model years old or newer.

Inspection authority applies only to motor vehicles owned by the dealership and conducted at the dealership's facility, relating to vehicle registration or re-registration.

Authorization requires dealer application and approval by the Secretary of the Department.

Inspections are limited to safety and VIN verification; emissions inspections are excluded and remain the responsibility of the State of Delaware.

Intended to improve customer service and reduce wait times at designated inspection locations by decreasing inspection volume elsewhere.
