Amend Title 29 of the Delaware Code to require public internet disclosure of all consultants and contractors used by State agencies within one year of contract date.

Disclosure must include consultant or contractor name and address, terms of service, cost, service period, and the full name and position of the approving official.

Requires quarterly updates to the disclosure list at minimum every three months.

Becomes effective 90 days after enactment.
